2023 was by far the busiest legislative session in the past 5 years. With our partners, we tracked over 200 bills, testified at over 40 bill hearings, wrote numerous amendments, helped pass several key important construction specific bills, and secured several necessary vetoes from Governor Lombardo to help our industry move forward. We worked closely with legislators, regulators and other stakeholders to ensure our members’ cost of doing business did not skyrocket due to unnecessary and burdensome regulations. Some of our work included:• Ensure laws like prevailing wage on public works were not expanded too broad beyond their intended purpose. • Addressed legislation like SB 226 to limit the scope to just “sale-lease back” to public entity type developments (like UNLV).• Managed the workers compensation bad faith bill, SB 274. We worked closely with our partners at Pro-Group and others to ensure that this bill was significantly altered and amended before it passed and was signed by the Governor. • Worked with stakeholders on Nevada State Contractors Board bills like AB 39 which requires residential home improvement contracts be signed by the homeowner and contains provisions that detail the scope of work, the down payment, and the estimated time of completion among other new provisions.• Helped secure a veto for SB 371, which would have authorized local governments to implement rent control measures.RECAP 2023LEGISLATIVE SESSION
